The country's divided Congress is unlikely to pass Pres. Felipe Calderon's plans to reform the police and combat money laundering before recessing in Dec., a lawmaker said, risking a major setback in the war against drug cartels. Calderon is under rising pressure to contain a conflict that has killed more than 31,000 in the last 4 years. But divisions within his own ruling party are stalling the initiatives.
