Money launderers jailed over $900,000 crooked cash scheme

A Finnish national and a Chinese man have been sentenced to prison terms for their roles in an international money laundering scheme in which almost $900,000 was seized in Melbourne.

Changhen Chen, a Chinese-born mother of two who lives in Finland, and Chiu Wong, a financial adviser based in Hong Kong, were arrested on February 1 after Chen and her husband were found by police in possession of two suitcases of cash, the County Court heard on Tuesday.

Judge Mark Gamble said Wong had counted the money at a city hotel before the cash was passed to Chen and her husband, who were found in possession of $899,460 when federal police intercepted the taxi they were in.

Photographs of the money and Wong's counting machine were later found on Chen's mobile telephone, the court heard. The court was told Wong had been heard in telephone intercepts talking about "it" and "the stuff" before the money was passed on to Chen.

Judge Gamble said Wong and Chen had been recruited to the scheme by a man in Hong Kong, who in turn answered to an associate in China. The money was intended to be used as capital in an investment, the judge said.

Wong and Chen, both 32, each pleaded guilty to one charge of dealing with money suspected of being the proceeds of crime.

Judge Gamble formally imposed jail terms of 15 months and 13 months respectively for Wong and Chen, with respective minimum terms of nine and seven months.

As both have spent more than 200 days in pre-sentence custody, it is likely they will be released within the next two months. Both are then likely to face deportation.

Chen's husband, also a Finnish national, has pleaded not guilty to one charge of dealing in the suspected proceeds of crime and has been committed to stand trial next year. He is on bail.
